All manuscripts submitted to the Journal of Electrical and Electronic Materials (JEEM), including invited papers, undergo a rigorous peer review process. JEEM employs a single-blind review process, in which the reviewers’ identities are concealed from the authors, while the authors’ information is disclosed to the reviewers.
1. Initial Editorial Screening
Upon submission, the Editor-in-Chief (EIC) conducts an initial evaluation to ensure the manuscript aligns with the journal’s aims and scope and adheres to the submission guidelines. Manuscripts that fail to meet these basic requirements or lack sufficient academic quality may be returned to the authors without further review, with a clear explanation of the reasons for the return.
2. Assignment of Editors and Reviewers
For manuscripts that pass the initial screening, the EIC appoints a dedicated editor to manage the review process. This editor selects at least two independent expert reviewers based on their expertise and research record. To prevent conflicts of interest, reviewers affiliated with the same institution or agency as the authors are strictly excluded from the review of that specific paper.
3. Ethical Handling of Submissions
If a manuscript is submitted by the Editor-in-Chief, the Co-Editor-in-Chief takes full responsibility for the review process. Manuscripts submitted by members of the Editorial Board are handled with the same rigorous standards as unsolicited submissions. However, such authors are strictly excluded from all stages of reviewer selection and decision-making for their own work. Editors do not manage their own manuscripts, even in cases where the manuscripts are invited.
4. Reviewer Obligations and Timeline
Reviewers are requested to complete their evaluation within 7 days of the request. If the review results are not returned within 10 days, the managing editor reserves the right to cancel the assignment and appoint an alternative reviewer to ensure a prompt and efficient review process.
5. Review Criteria and Decision Categories
Reviewers assess manuscripts based on technical originality, experimental validity, and industrial significance. Based on the reviewers' recommendations, the Editorial Board makes one of the following decisions:
• Accept: The manuscript is suitable for publication. Authors may be requested to make final minor adjustments to tables and figures to meet the journal's quality standards.
• Minor Revision: The manuscript requires minor modifications. Once the authors submit the revised version, the responsible editor will finalize the acceptance.
• Major Revision: Significant revisions are required. Authors must address all reviewer comments and resubmit the revised paper with a point-by-point response. A second round of peer review is typically required.
• Reject: The manuscript is not suitable for publication. Rejection occurs if the work lacks originality, fails to demonstrate significant differences from previous studies, or contains content inappropriate for the journal.
6. Manuscript Withdrawal
Corresponding authors who wish to withdraw a manuscript after submission must contact the editorial office. Manuscripts will remain under consideration until the journal office receives and acknowledges this request. It is important to note that manuscripts cannot be withdrawn after final acceptance, except in cases of identified scientific error or research misconduct.
7. Appeals and Final Approval
Authors may appeal a decision or raise questions regarding the review results. In such cases, the EIC may request the responsible editors to provide evidential materials for the judgment. For all accepted papers, authors must submit the final version edited according to the guidelines in the specified electronic format.
8. Publication and Transparency
JEEM is published monthly (on the 1st day of every month). All articles published in JEEM include the dates of submission, revision, and acceptance on their respective pages to ensure the transparency of the editorial and peer review process.
